This article is about "the sovereignty of exalted Allah and the triple levels of being successor of Allah on the earth and governing people" in Farabi's thought. Policy idiomatically means planning, managing and observing human's community. The policy of governing a country is a part of the practical wisdom. Farabi was the first philosopher (in Islamic world) who suggested and stabilized a triple-level for an Islamic government. As the first Islamic philosopher, Farabi propounded the governorship of rational jurisprudents in the absence of the Prophet and Imam, and defended it by rational arguments.
